That doesn't look anything like any federal Indictment I've ever seen. That looks like something that someone with 3 days of job experience would come up with.

If this is, as the media suggest, about the competing stories about whether the October 2017 "leak" to the Wall Street Journal about the Clinton Foundation and emails was authorized, it seems like the DOJ (Bondo and Hallorans) would have to have emails, texts or memos (or an eyewitness) that corroborate McCabe and/or contradict Comey. Maybe they have some, but this Report (linked below) seems to suggest that no such documents exist, and that it is McCabe that has at least 3 different versions of who said what was authorized. It's a complicated Report, but it sure looks like McCabe was lying and changing his story constantly and that "the overwhelming weight of evidence supported Comey’s version of the conversation and not McCabe’s."
