Answer: just like mail in voting, your credit card is sent to one address so only one person has access and identity had already been proven via voter registration. Like the card, mail in ballots are uniquely identified. This means trying to vote twice with one ballot will immediately flag fraud. Fraud is possible by ballot interception or ballot harvesting. Both are things republicans have been caught doing.
