Why not keep it simple and answer the question directly?
Tariffs are paid by the importing entity. Ordinarily, all or nearly all of those expenses are then passed to the final consumer.

Just amazing what Trump has accomplished in 1 week. Karen Bass pretty much had 1 job - make sure there was water in the fire hydrants and she failed miserably at that.
