Cross Country gets 10 counters (these 10 must compete in cross but can compete in track without counting against track's 20)

Under this system it is highly incentivized to be well rounded if you have funding. I would bet they would hire a distance coach if they felt they got some decent applications.
The rule in the Jayhawk conference is that the school is not allowed to pay for the dorms, just tuition, books and fees. Before the big blowup in 2006 that cost some track coaches jail time, they were paying for the dorm fees through federal work study grants with no work being performed. So they were breaking federal law and the conference rules to effectively give full scholarships to athletes. I'm sure this was going on well before Lashley took over. Barton doesn't have that luxury anymore so are at a disadvantage compared to South Plains, New Mexico JC and some of the others who do pay full scholarships.
The rule has changed beginning with the 2018-19 school year. Jayhawk schools are allowed to offer full scholarships, if they want.
