The new director will no doubt be a lap-dog (a Guiliani type) who will try to put a "favorable" end to the investigation. How can you not see that? Given that we have enormous amounts of data and historical evidence proving that this kind of policy is completely wrong-headed and counter-productive (enough so that even many fact-averse Republicans have come out in favor of criminal justice reform), the only logical reason someone could have for taking this approach is that they just want to lock up as many people as they can for as long as possible out of spite.
