a) Sixty votes are not needed for everything in the Senate. There are some workarounds. But, in any case:
b) If the Republican majority can't come up with something that would garner those few Dem votes, that's because of GOP intransigence. So once again the Republicans would be at fault if a CR or budget doesn't pass.
