Houlihan was not accused of breach of contract.
We are talking about arbitrations interpreting rules in a Code. As you conceded, arbitration is a process that is outside official judicial systems. It is a pseudo-legal process that has no authority to enforce laws.
It is virtually meaningless to argue that arbitrators cannot break any laws.
