Per capita tells you the likelihood for you to be killed.
IE: how safe it is for its citizens. none of that is revealed in total murders when you intentionally ignore the size of the population.

On another forum, someone tried to pull the "per capita" card.
I responded that it must be a big comfort for the families of those 500 victims that other cities had less murders, but with a higher percentage of the population.
