Oh wait, in late breaking news, it turns out that Missouri, Louisiana, Ohio, Tennessee, Nevada and Kansas all voted for Trump. All the cities that Trump has talked about (or acted upon) sending in the troops lie in states that voted Democrat. My what a coincidence!
Which seems more likely:
1) Trump is the Great Uniter, bringing all the benefits of a national guard takeover first to states that voted against him in order to bring the country together, going out of his way to serve even those who voted against him.
OR
2) The purpose of sending in the national guard is a wee bit different than "to protect and serve" and maybe, just maybe, has a bit more to do with "to dominate, intimidate and exact revenge".

It is controlled by the state (republican state congress and governor).
