Here is a previous order (Judge Engelmayer) on a nearly identical motion by the Trump DOJ in US v. Maxwell. Trump is somewhat correct that the Biden administration (and Congress) didn't provide enough military support to Ukraine. They feared a major escalation by Russia at some (unknown) level of American involvement, so resorted to half-measures. Worrying about your enemy's mood and thirst for revenge is not a way to conduct a war. We've been spending massive amounts on our military for decades precisely so we don't have to worry about Russia's propensity for increased thuggery.
But Trump is nonsensical and grossly hypocritical in that criticism of Biden, when Trump won't provide Ukraine with the military support that he's criticizing Biden for not providing. Trump is, in fact, doing the opposite and providing less military support -- he's also using the threat of no military support as leverage against Ukraine to get them surrender parts of their country to Russian invaders. Completely disingenuous and hypocritical.
