He does what he does to whip up his faithful fools into a frenzy. He then utilizes that unstable mob against those in the GOP who aren't buying into his agenda - fall in line or else. The guy loves a chanting mob... and it got him elected.
His target audience (which used to include me) has become progressively smaller. It got smaller after his behavior around the 2020 election and leaving office, a bit smaller after he praised Putin's invasion of Ukraine, smaller still after the January 6 Capitol Breach hearings, and probably smaller again after all this classified document insanity that he needlessly and single-handedly caused. His target audience no longer has the necessary critical mass to get him in Presidential contention thereby likely avoiding criminal charges that way.
Trump's only ace in the bag is that, at least now, it looks like he can get enough GOP support (e.g., Lindsey Graham) for violent attacks on FBI or just some decent-sized general riots in DC (much bigger than Jan. 6) to put AG Garland in a difficult position where charging Trump is untenable in a societal cost-benefit analysis.

He hasn't made the claim of declassification in any court filings, despite at least 3 opportunities to do so. There is one vague paragraph in a May 25, 2022 letter to the DOJ that says abstractly says President can declassify "unfettered," which no one disputes, but strangely the letter never says Trump actually did declassify anything or what he declassified, when, to who, why, etc. Nothing. I think they are still trying to cobble that story together, but can't finalize it while the Mar-El-Hez rat is still roving around behind the scenes feeding information to the Feds.
The WHY question hasn't really be discussed, probably because Trump and the law-goons can't get their story straight on the Whether. But WHY is really important. Why the hell would anyone declassify a bunch of Top Secret/SCI documents without at least notifying the CIA, the NSA, the FBI, the HSA or the MofIA first to see if they might think its a bad idea? What kind of prickhead President goes around declassifying Top Secret information just to mess with people's heads? This stuff is Top Secret for a reason, and you'd have to be some kind of whackjob who didn't care about your own country to just go around cavalierly declassifying important secrets. Trump boasts "Declassified!" but no one has yet responded "Why in the name of J. Christ did you do that, you goddam jagoff?!?!"
