Three facts:
1) Potentially valuable insight into Trumpers? Yes. (although the additional need for it after ~10 years is probably questionable).

Trump doesn’t care about saving federal funds. And he isn’t doing this because he is sadistic loser. It is much more simple than that.
Trump knows there will be upcoming disasters and he simply doesn’t want to deal with it. He has spent the last 4 years bashing Biden and Harris for everything FEMA has done. So when upcoming suffering takes place in the next disaster he will just blame the states.
