Try focusing on the actual content that is available regardless of which source you reference for info - the docs found include HCS - which include names/details of actual humans working for US intelligence. Do you just not care? or Do you just care more about your loyalty to the Cheeto? or Just showing the libs?

There should have been some classified document check-out procedure at Mar-El. Like if you want to read some Top Secret NDI stuff in the John, you should have to sign it out from the Storage Room in front of the Custodian. Date, time, document number, initials. Time returned. Signature. All that logging stuff. The procedures in place seemed sloppy. Not up to snuff.

The cover sheets for classified documents are a standard form identifying the highest classification and, notably, having a notice that inside material "must be protected from unauthorized disclosure" and stored in accordance with applicable regulations.
The document title is on an inside cover.
e.g. General Services Administration SF704 is the cover sheet for secret level documents.

They are FOLDERS. Of course they are all the same. The classified materials are contained INSIDE the FOLDERS. This is the function of a FOLDER, to contain documents INSIDE. Strictly speaking they are standardized Cover Sheets, not folders. By design they identify the protection level of the document but do not otherwise identify the contents of the document.

Second of all, that FBI photographic evidence has not yet reached the level of infamy.
Third of all, to the keen, observant eye, there are slight artistic differences in each cover sheet labeled "TOP SECRET/SCI" in 24 point font. You will have a very difficult time trying to prove that all US government TOP SECRET/SCI yellow document cover sheets are identical.
