So if you had 25 track scholarships, how hard would it be to assemble a winning team from the transfer portal every year? Think you could get 25 people who ran in the ncaa last year?
Things like scholarship money are usually secondary considerations vs things like coaching style/training, coaching staff, school location, and team chemistry. When you are a 10.0 guy or a 51.x girl you could get a full ride going basically anywhere, so it's better to focus on the other stuff instead.
Also, speaking from personal knowledge, some of the people in the portal, as talented as they are, don't really have their heads screwed on straight and have simply exhausted any of the remaining goodwill at whatever program they were at, so as a result other programs don't really want them either.

Nope4 - I've been attempting to discern the circumstances surrounding the situation at Texas. It's peculiar that a significant majority of Texas' elite talent are departing or have already left. I've never observed a similar phenomenon in the context of Texas T&F.
