I didn't say the ISTI was a guideline or didn't need to be followed. I said I didn't see what surprised you. This is a request for you to explain yourself. I cannot do that for you.

Let's pretend for a moment that you had some specific incident in mind with specific evidence that USADA committed some act, and that that act was a fundamental and material breach of some rule, and that you are able to say which rule that is.
Given that the ISTI permits the DCO to phone the athlete, the only thing that is missing from this scenario that allegedly constitutes a fundamental and material breach is: 1) the act, 2) who committed the act, and 3) which rule is breached.
