You and I agree on most things in this thread. I caution against using the word "incompetence". The Trump admin doesn't dot i's and cross t's, but they are very skillfully playing their base to deeply desire a police state that controls free speech while enacting these policies. They call it free speech while crushing free speech. The call it states rights while stomping states rights. They have installed loyalists at every level of government and removed almost all oversight. They have turned political corruption at a never before seen level into background noise.
What seems like incompetence is often just distractions from the march to authoritarianism or other nefarious deeds. Or in the case of "complementing" the Liberian president on his speech, Trump was really dog whistling to his racist supporters. Though I will concede that he may not have known their official language is English.

Here is Judge LaPlante's Order for those actually interested enough to read about what is going on. Pretty thin Order, which the appeals court and/or the Supreme Court will not like. Seems silly of Judge LaPlante to do that, because it just gives the Supreme Court a reason to send it back and to tell him to re-do it, thereby again avoiding the issue (which they will try to do at all costs).
That said, LaPlante did what the Supreme Court majority suggested in Trump v. CASA that litigants and judges do (and what Alito whined about in his weirdo concurrence), and certified a Class to proceed with the litigation on birthright citizenship. It appears that this is now a nationwide class action suit for which nationwide injunctions are suitable according to the Supreme Court.
