The problem with this argument is that almost exactly zero athletes has his 1500/mile or any other endurance track record outside the first world venues. The all-time lists are readily available and it is difficult to find anyone having heir PB run at Africa at all. There are some, such as Zakaria Maazouzi, who ran 3:31.94 in Marrakesh (104th), not altitude time at all.
The another finding is more interesting, because it is 3:32.97 by one Justus Soget (4/26/2017) which is an altitude time from Nairobi (1700-1800m) and the 144th in the all-time list. That is interesting enough, but not only being his personal best, it also happens to be the absolute age record of the category 17 years ang 8 months.
Regardless of how much emphasis one should put into the AAR's, that is still a 1500m world record (in some sense) at altitude.
