That's what the media was reporting a week ago, but it turns out that's not true.
For an athlete to compete for China they only have to be a Chinese "national" NOT a Chinese "citizen." The IOC allows each country to decide what they mean by "national" and China has decided that Gu is a "national" so she is allowed to compete for China.
What country/countries Gu is a citizen of isn't clear since both her and the Chinese officials refuse to answer that question.
