He was not exactly secretive about his beliefs, as he hosted a weekly podcast and then toured college campuses espousing them.

Kirk never said the Civil Rights Act of 1964 should be repealed. He did call it a "mistake." The context here is important. He sees that law as a necessary precursor to DEI and affirmative action programs, which he is highly critical off, as are many on the right. He is not, to anyone's knowledge, against civil rights or equality of race.
