well at this point, blue states have been carrying red states for multiple generations. Red states have made serious mistakes that have kept them poor. I think blue states should condition their future aid on making changes.
better funding of education, fewer guns, more public transportation, more regulation, more immigrants, less obesity, that kind of thing.
