No, he isn't smart to say that we should move the Olympics to Miami. It is moronic.
I live down here. I know what we can and cannot handle in terms of mega sporting events, particularly on a short notice. Look at the catastrophe that was the Copa America final, as an example that South Florida isn't ready to handle an Olympics.
Further, I would bet that if a Democrat (AOC, for example) had suggested moving the Olympics to Miami, you would have led the parade to ridicule that idea, and you would have had a long list of reasons to explain why that is a terrible idea (and on that, you would have been right).

At the onset it was. Then it grew to $16 when Obama handed off. Great stewardship. Whereas it is DOWN 30% since Trump was sworn in a few months ago.
