You seem to be one of those "serial handle changers".

If you ever heard of the opioid crisis you would know that the demographic that is most impact are low-population density, rural areas. Those are usually heavily conservative areas. Opioid addiction leads to severe health issues, and many of those addicts are overdose as intentional suicide.

It is undoubtedly a political stunt but the result (if Trump indeed follows through) would be a positive one.

This however ignores the much larger issue of a culture of mass incarceration in the United States and the incredible amount of money it costs the tax payer. Pardoning a few people in this situation is like putting a band-aid on bad laceration : it will no doubt help, but you really should go get stitches.
