You are probably referring to this. It does not take into account tax cuts which will increase the deficit much more than the tarrif projection. Consumers will ultimately pay the tarrifs.

Burma no longer issues passports. Myanmar (The Republic of the Union of Myanmar) does. So, to prevent people from entering the country, you are looking at their passport.
