2.1, 2.2, 2.6, 2.7, maybe 2.8 are about PEDs, but not necessarily about using PEDs. I am quite but not 100% sure that the standard ban for those is four years. I think the standard bans for 2.3 is also four years, and for 2.4 and 2.5 two years. 2.8 is four years, regardless of whether a Prohibited Substance (e.g, EPO) or a Prohibited Method (e.g., excessive infusion of water) was used.
No clue about 2.9, 2.10 and 2.11, and I don't care enough to look that up. Either way, you can't distinguish based on the length of the ban to decide what you call doping with PEDs.
You are hiding behind technicalities here (although I admit that your posting is of some value when it comes to general information):
Because my point was that if Wada poses that Katir is an athlete proven to be /or have been on illegal performance boosting drugs the least punishment is a 4 years ban (minus one year for admission which is not the case here).
But I shall give you this: There are information that suggest that Katir’s ban for the time being isn’t locked to one or two years -there is an evaluation / investigation period that isn’t finished. He therefore may be totally cleared, or even found to have been on drugs, and his supposed ban prolonged to at least 4 years.
But this was also my point: We have to wait and see…
