There are no bike shops in San Diego
His parents will not allow him to have a bicycle
His house sits in the middle of a freeway and riding a bike is too dangerous
He never learned how to ride a bike
He rode a bike once when he was seven. He crashed and has been afraid of bicycles ever since
He tried to join his high school bicycle club but the coach wouldn't let him join because he never raced the Tour de France. Was bike club fun? Did they have hot boy parties and go on road trips?
Training is simple > Only do what you need to do improve and don't do more than what allows you to either.
Deciding , on some set plan is not necessarily the way to do it especially after long layoffs. Be patient enjoy you life there is plenty of time for it to feel like a grind when and if you get there.

Sine David is a ucla student, he should have access to a gym where he can cross train on the elliptical until all his injuries go away.
