Here's a really easy way to do it. Look at an electoral map. Find the blue areas. If it's a very small blue area, it's very likely a major college town, and it has good public schools.
If it's a big blue area, it's a major city with crappy urban schools and lots of really good suburban schools.
All 3 areas listed above will be run mostly by squishy liberal types.
