I do think trump is scared of cuomo. trump saw cuomo build a real connection to people during covid. No other dem - maybe bernie - has that kind of power to lead people.
So trump is going to try to make covid a thing that tags cuomo with failure rather than success.
Also, of course trump wants to destroy NYC as part of his revenge tour. Indicting a sitting NYC mayor and former governor would make trump feel all big man triumphant over the NYC snobs.

Incompetence is by design. People who understand how the government works and what each department does would question burning it all down from the inside with no plan to fix anything. The reason Trump keeps hiring Fox hosts is he knows they will repeat any lie he tells them if it makes them money.

trump sees cuomo talk like a normal person, with a slight blue collar accent and says 'that's my trick! he figured out my trick! Oh no! Must destroy him.'
a majorly underrated thing trump does is talk in a way that reads like an old guy BSing down at the diner. Whereas Dems sound like active kids running for student body president at a good college. That makes tens of millions of Americans hate Dems and think they are elitist, no matter that Dem policy will help the blue collar voter and R policy will hurt them. Just a visceral reaction against Dems they cannot recover from.
Cuomo talks like the blue collar guy, not the college student. Trump knows that and fears it.
