Wrong, Bill. Uncertified electoral certificates are legal under common law, and the vice president has sole power to decide which certificates to count. This is established under municient precedent. Your problem is that Harris failed to read the Eastman Memoranda No. 1 ("the Constitution assigns this power to the Vice President as the ultimate arbiter") and Eastman Memorandum No. 2 ("VP Pence opens the ballots, determines on his own which is valid") before 1/6/25. You can't blame Trump for her lapses. There are no exigential circumstances.
