My Sophomore track seasons in high school, over 40 years ago, I had a distance coach In addition to my regular coaches.
One practice he attached us to a truck and had us run like hell. The guys were all screaming and it brought some real excitement to practice that day. He took great care to make sure we were safe. I had a great season with very large improvements.
What's wrong with running with a harness? The overspeed trainer. Sometimes if you do not have the equipment you have to improvise.

Top athletes can run in bad weather. If dressed properly distance runners can run in cold weather. It is more difficult for the sprinters. In very hot weather If lots of water is available the top athletes can train in it.
Regular or lower level athletes will likely struggle in bad weather.
The top coaches are careful with injuries. There are many factors with injuries. Some injuries it is still possible to train where as others maybe not. Top athletes still need to train in some way when hurt. Many young athletes don't know the difference between an ache and an injury.
Coaches have different training styles. I would expect the top teams to have very demanding practices. Running in the summer is necessary for the top teams. Are there rules against training 7 days a week? Maybe in an ideal world high school kids should not run in the summer or all year for there social and emotional wellness, however if someone wants to be competitive at the state or national level they do need to run all year in most cases.
Issues With B12 that seems weird and concerning. Recommending someone not take prescribed medicine is concerning. It seems like these issues were addressed.
