They get position via a satellite network and then you could see it as they go, but GPS devices by themselves do not transmit anything. They need some type of network connection to send the data from the device to people tracking it. GPS is send only. The satellites are not tracking several billion devices at all times.

Probably not going to happen. Went from 9 minutes up to 7 minutes up to 2 minutes up in the past three splits.
