no. it can be increased at any time (if there is available money).

meaning, if your "friend" runs exceedingly fast in May the school they have signed with can increase the scholarship amount if they want to.

Now if you (I mean your friend) want that increase guaranteed that would have to be included in the NLI when it is signed.
