I don't really understand your point. The difference between a "time trial" and "race" is really only in the presence of official timekeepers and official course certifications. There's no law stating that a time trial effort is inherently worse than a race effort.
However, there is no reason that a time trial effort should be inherently worse than a race, particularly if the time trial is set up to be quite similar to a race. This is especially true in the time of COVID, where there are very few "real races", so instead we have high quality time trials.

Hunter skipped the NCAA experience to train like a pro and become world class. Clearly a huge advantage for your individual long term development if you have the HS credentials to do it.
Fisher went to Stanford and earned an engineering degree, while adhering to the NCAA three season framework.
