Russia has burned through almost all their old Soviet stockpiles of military equipment and arms. They have had to pull out mothballed equipment from the 40s and 50s and retrofit it with late 20th century optics. And they have burned through most of that. They have tried their best to hold back their modern post-Soviet equipment but have had to burn through a good portion of it. So, this summer, Russia has ramped up its military production in a move akin to Stalin's Urals strategy (i.e. moving military production far enough away from the battlefield and going all in on production). Ukraine's new Flamingo missiles have the potential to reach all the way to where Russia is building out its military industrial complex, but it remains to be seen whether Ukraine can build enough of these missiles and successfully get them past air defenses to make a difference. In any event, Russia is at a point where they have simply run out of the military hardware they need to do their old Soviet style warfare where they relentlessly shell Ukrainian front lines and then send in meat waves to try and capture territory. And the Russian military industrial complex is struggling to ramp up to be able to replenish their losses and make new high tech weaponry. Russia is also running out of money to sustain its war effort with energy prices staying low on flagging demand and rising Saudi output.
Russia is now relying much more on drones, missiles and glide bombs instead of artillery. Russia is also now using very small units (just a few soldiers) to launch attacks and has even mounted motorcycle assaults to try and move fast and light. Russia probes Ukrainian defenses with drones and these small units to try and find weak points and then try to hold their position with reinforcements and repeat the process. This has had some success in and around Porkovsk and a few other hot front line battlefields. But the progress is incredibly slow with Russian forces taking 50 feet of territory at a time and sometimes getting pushed back by counter attacks. And this is why Russia has been ramping up its mass drone and missile attacks on major Ukrainian population centers. Russia is at a stalemate on the battlefield and is not in a good position for a war of attrition due to its economic and industrial issues. But drones are cheap and easy to manufacture. With help from the pro-Putin elements of the Trump administration, Putin is hoping that he can break the will of the Ukrainian population and force Zelensky to take a peace deal that will give Russia a break from sanctions and give it time to rebuild to be able to take all of Ukraine in the future.

Russia has been fighting to take Pokrovsk for 13 months now. Pokrovsk is a small city that had a population of about 60,000 before the Russian offensive. Russia still has not been able to take Pokrovsk and recently suffered setbacks with Ukraine launching successful counter offenses. It took Russia about 10 months to take Bakhmut, a city that was slightly larger. And those are really the only real Russian "advances" since the lines stagnated after Ukraine's major counteroffensive. I guess there may be something to your point that Russia does not want all of Ukraine because it is currently not able to move the front lines more than a few meters at a time, which is one of the greatest humiliations of a world power in military history.

Zelensky put Ukraine's best troops into Bahkmut and declared it would never fall. And then it fell. He did the same thing in Avdiivka and then it fell.
