No, Ukraine does not have that ability. They cannot fire any of these missile systems without help from the Brits or the US or whichever country gave them the weapon system.
Now we have British and American service people actively killing Russian civilians on Russian soil.

Biden escalating a war that was lost 2 years ago is one of the dumbest things he did in a term riddled with stupid things.
