I'm a twenty-year veteran professor and have never, ever heard the term used to describe anyone other than the valedictorian. Others graduate "with honors" or as salutatorian. But there is one and only one person that is "top of their class." (Unless there are several students with 4.0 GPAs and no method to break ties.)
