A district judge does NOT have the authority to declare a law unconstitutional.

If every case went straight to the SCOTUS, the case load would never be handled. Lower federal courts hear the bulk of cases. SCOTUS only reviews a small number of those appealed and only if they have big implications.
Federal district court judges are appointed and approved the same way as SCOTUS judges and their rulings have the same power. SCOTUS can overturn, but it is rare.
Thus far in 47's term, the SCOTUS has upheld the lower court rulings by not hearing or by hearing and agreeing.

Facts are tough.
It's fairly analogous to Trump hiring. Someone sycophantic enough for Trump to hire is awesome right up until they're not sycophantic enough. At which point they're horrible (....AND it's no reflection on their chooser!!).
