This guy on my D3 college team was literally addicted to running. Before his senior year he definitely had some weeks over 150. Funny thing is he never even broke 15:00 for 5k

This is not very accurate measure of a distance runner's speed. First of all, distance runners are very bad accelerators and take a long time to get up to speed. In these all-comers meets, they often try to use blocks which is very inefficient for a 10,000m runner

they can run a 400 as techically good as can be asked
they just don't run them because
- it offers no useful info - we know 51/52 is expected
- risk of injury which is paramount

they are not asked to perform inhuman contortions, just adopt a crouch position
if they are so physically handicapped that they are incapable of such, then they shoudn't be running on circuit

Who cares how well they accelerate. I've seen pretty good distance runners run fast flying start 4 x 400s whose time for a standing start 400m was almost 2 seconds slower.
