I would move to Thailand for about 5 months out of the year. I worked there for 12 years and speak the language pretty well so it's not a big adjustment. I've been visiting off and on for close to 40 years prior to living there and after. However, I wouldn't want to live there during the Thai summer or the rainy season. Would prefer some European country from April to October.
I think safety and solid government and infrastructure would be high on the list, and depending on your age, tax rates/cost of living. If you are retiring to some new country, is your money going further, are you taking a big tax hit?

There are very few places that are great 12 months of the year. Living 6 months in one place and 6 months in another place gives you the best of two different places.
the russian family values visa is interesting. but i learnt my lesson when i went to join the isis caliphate. sure it was nice to pound virgin yazidi ass every night, but when rations started to dwindle and my neighbour was beheaded for stealing the village headman's goat, i knew it was time to head back to europe.
