I think after the Tokyo Olympics, Hocker realized he could only kick for 6th - 7th place, and the next year he got injured, he realized he had no chance getting back to world level without PED, so he took a gamble in Paris and it paid off. But he can't be on the new drug all the time or he will get caught so he's now racing at his normal level (by design).
He won't do much this year at worlds as it would be again super suspicious, but next year maybe. Then he retires with two medals and has never been caught. It's a career plan!

If so, that could get bicarbonate past the digestive system. I don't know if safely, but it's worth checking into whether someone might feasibly do that.
