It is illegal for anyone to pay, offer to pay, or receive money or anything of value for the placement of a child for adoption, which is just one of the ways it differs from surrogacy. A mother deciding to place her child for adoption at birth and you having gone through the legal process to do so, is very different than surrogacy and if you don't understand the difference, you might want to reevaluate who the actual moron is.

What if that 20-45K was given to the birth parent(s) instead?
Financial insecurity is one of the main reasons given for women seeking abortion. A influx of 20-45K could a real game changer giving them the financial confidence/stability to be able to keep the child.
Adopting children from the foster care system is a lot cheaper—in some cases even free! Many of these children will have social or emotional struggles due to trauma. Many of these kids will not look like you. But they are children in need of loving homes.

Adoption is complicated and involves finding/screening the birth mothers, attorneys on both sides, and medical expenses. Sometimes this is done through an agency who helps facilitate the process. Of course this all costs money -- no one is providing these services for free. You'll notice that I didn't mention giving the birth mother any extra cash. Aside from allowable expenses (e.g., maternity clothes), she can't get paid as a way to incentivize placing her child with someone else.

Adoption: we say f**k you to poor mothers who can't care care for their babies and are forced to put them up for adoption, lawyers and nonprofits pocket 5 figures, and the adoptive parents are happy.
