The "garbage" comment was clearly taken out of context and was just Biden's usual fumbling for word. Biden actually said "The only garbage I see floating out there is his supporter's -- his -- his -- demonization of Latinos is unconscionable and it's un-American."
Clearly he was trying to say "his supporter's demonization of Latinos" is garbage, unconscionable and un-American. It was not a blanket statement that Trump's supporters are all garbage. And to the extent you want to read it as saying Trump supporters who demonize Latinos are garbage, that is a fair attack on his supporters. But there is no way you can listen to the entire quote and claim that Biden said that all Trump supporters are garbage.
