2) Impeachment is an essentially political process and a high crime or misdemeanor is whatever a majority of House voters say it is. If a majority says that picking your feet in Poughkeepsie is an impeachable offense, it is.
3) IMO he's already committed multiple impeachable offenses just in this year. But I'm not in the House. Probably a good thing for all concerned.
