There's no such thing "as lock-tight certainty"... even positives (+) can be faked by the authorities in charge, when there is incentive. For some sports (and scenarios), this is easier than others.

Another reason why I honestly think Kiprop is clean is because he's part of the Kenyan police force, and has mentioned wanting to throw dopers in jail. He also seems like a good dude overall.
Waiting for a response from Centro, you would think a clean athlete would tweet something along the lines of, "What does this mean for 2013?"
The list of the Rosa's athletes is painful to read. I'm not suggesting that they are all dirty, but we need to at least review the possibility.

In addition, similar-level competing federations should fund and oversee the testing of their competition.
Example: USA to oversee Kenyan/Ethiopian/Moroccan distance/middle distance athletes and vice versa. Jamaica/T&T/other Caribbean nations to oversee USA sprinters and vice versa.
The exact pairing to be determined by transparent voting committee.
Aligning the incentives to actually catch cheaters from competing nations would be a conduit to cleaning up the sport. If we/our federation believes someone is cheating, randomly test them four times a month.

We do need to be happy and applaud this kind of news. It’s a cheat being busted and one more tiny step towards a clean sport. Sad that nothing is believable and hasn’t been for awhile.
Where there’s money and fame there will always be cheats. This mess will probably never end in my lifetime.
Lifetime bans and jail time need to be implemented.

agree in principle. just have to be careful if reps from a poor country oversee testing in a rich country, corruption is likely. look at what happened in FIFA, where it's easy to buy the votes of poor countries.
