I don't want to scroll through 12 pages to find the answer, but I have seen numerous posts regarding this problem. I can't imagine having only one layer either, but wouldn't it make more sense to put some sort of sock or something over it? I'm going to invent the first Dry-Fit Johnson Jacket and make millions because it will block the wind, wick sweat, and keep you toasty.
It simply depends on whether or not you like showing the extent or (non-extent) of your junk or not.

This thread is stupid. Don't wear shorts over your tights, get some fitting athletic briefs to go under them. If the wind is cold, get wind briefs, every brand makes them.

I wore a pair of ski pants for a 5k this summer when it was over 80°. My legs were tired for 4 days afterward!!
I wear long tights over short tights, mainly due to temps. If its cold enough for long tights, I need 2 layers. I sometimes wear shorts over short tights, depending on their condition/appearance. Some have been in the lineup a long time and I'd probably get some strange looks. If they are newer and meant to be worn alone, I do so.
When I run marathons or marathon type training runs I will run with shorts over my tights. The tights are for support/temp control, but I really only wear shorts due to needing the pockets (GU, key, money, etc). But that's more of a function over form argument. In any other run/race like a >90 minute training run or a 10K race and under, no shorts!
