ICE agents are supposed to have body worn cameras but often do not have them or do not turn them on. The Intercept FOIA-ed the body cam footage from the shooting and was told that there was none.
ICE agents often use their personal cell phones to try to evade FOIA. But in this case, the ICE agent was using his cell phone because he needed video of the vehicle's plate and the driver in order to get a criminal referral from local law enforcement.
8 USC 1357 sets forth the authority of ICE agents to make arrests and detain people. ICE agents can only arrest citizen if they commit a crime against the United States in the agent's presence or if someone is committing a felony. ICE officers often will record people's license plates and get their picture so they can have local law enforcement make the arrest because the conduct is out of their jurisdiction (like blocking a street or committing a traffic violation).
ICE agents cannot detain US citizens. They can only arrest. And if they intend to arrest, they have to announce that they are placing you under arrest before they can order you to surrender to them. So, the ICE agent that ordered Good to get out of her car and tried to open her door acted without legal authority. And the ICE agent that shot Good also knew that he was going to need a referral to local law enforcement and had no right to detain good. That is why he took a video of her license plate.
Interesting. If she intended to hit him, why didn't she? How hard would it have been, given that he was standing 3 feet in front of her car? Why, after death, did her car not proceed in the direction of the shooter if she'd been aiming at him?

Yes, that video makes it pretty clear. She actually hit him with her vehicle after taunting him. No way he should face any charges. It's actually impressive that he was able to draw his weapon and get off a clean shot in the split second he had to react. If she had lived, she would have faced serious charges.
