I think Fauci could be indicted for two crimes.
1) Conspiring with Peter Daszak (and maybe Collins) to obtain funding for EcoAlliance GOF research in Wuhan, in violation of US law placing a moratorium on GOF research.
2) Lying about funding of GOF research in congressional hearings... i.e., committing perjury.
I think if an investigation is done, someone at NIAID or EcoAlliance will eventually spill the beans on either Daszak or Fauci. Given that everyone knows someone who died from/with Covid, a jury of 12 would be inclined to consider Fauci's quibbling on these topics in congressional hearings as "guilt beyond a reasonable doubt." If we can get him in court, he will be convicted of something.
3) A third possible indictment could be that Fauci illegally conspired to stop studies of alternative treatments that at the time were considered possible alternatives to the vaccine in order to ensure that no alternative treatments were available when clinical trials on the Moderna vaccine was finally approved.
This would allow Moderna to be given an EUA to immediately sell their vaccine for billions of dollars. Previous royalty agreements with NIH required Moderna to pay an unknown sum to NIH. While we don't know the exact terms of that agreement, we know that Moderna in December 2022 made a "catch-up royalty payment" of $400 million to the NIH's National Institute of Allergy and Infectious Diseases (NIAID) for licensing a spike-protein technique used in its mRNA COVID-19 vaccine. That's the organization that Fauci headed.
In short, Fauci's organization (NIAID) received at least $400 million from Moderna that might not have occurred had Fauci not conspired to prevent studies into these alternative treatments. (NOTE: It does NOT matter whether these alternative treatments would have been successful because at the time of Fauci's actions, the outcome of those studies was unknown.)
