I don't think the heats are fixed... that is a little too conspiracy theory for me.
But it's logical that having such a hugely lopsided heat will make it much harder for the best runners to make the final and be fresh (eg women from the West, Appleton and Tuohy). And it lessens Tuohy's chances at the double win. Tough break for them.
Yeah the box could be an issue. Barnett in lane 1, Tuohy in lane 4. It will be harder to do the ole looparound around at this pace .
Sub 4:08 might be max effort ... Someone from the slow heat may have an easier time scooping up the win in the finals if this heat is tired.
Barnett and Plourde got right to the front in their Quarterfinal having the benefit of starting on the outside. Barnett starting in lane 1 makes things a little more tricky for her. I think if I am Tuohy I stay in lane 3 and then go wide.
Wow. Will this affect her being able to compete at nationals? Thinking of Dalia Frias. I guess in Frias case it was the DMR, so I am guessing Penn will still compete.

This all depends on your relationship with the coach regarding the transfer. In this case, I would assume she competes.
I'm not sure what your point is, should she go into the Tyynismaa (Ping?) category of broken child/teen star who finds the magic again in college? These cases are quite rare, as usually once the magic goes, it's gone for good. ie. she was not a lock to be good in college. Even though she ended up at Oregon (home state school), I would venture she was not heavily recruited.
Either way great improvement and now great training partners. Now that she's good, she'll probably transfer to a school with better running tradition and history.
In 2022 they did it differently and zig zagged by place / time so it was

Which is why all the fastest runners from the same heat in the west are rematched. If they had done it like last year it would be more balanced.
So if I'm understanding this correctly, the rules follow a serpentine pattern ranked by place.
Assuming that's been a constant in previous years with no rule changes, it appears they deviated from the rules last year and complied with them this year.
The 2023 rule changes list nothing regarding heat formation. Just trying to understand.
How the runners are listed is based on ranked performance list. How that is determined has to be either by time or place - more info I don't know. Some posts earlier in the thread say place not time. Haven't found info on that.

The question is do they place h1/h2/h2/h1 for all places in the quarterfinals or do they place h1/h2/h2/h1 for 1st, 3rd, 5th, and h2/h1/h1/h2 for the others (which seems to be what they did lasy year)?
