You could not be more wrong. It is the Vice President that determines whether electoral certificates are valid and which are not. The authority to make that determination is under the 12th Amendment and the Adams and Jefferson precedents and is the Vice President's alone. There are over 800 people sent to prison for peacefully defending this Constitutional right of the Vice President.
