Nope. It is Congress who counts the electoral votes. The Vice president may be the presiding officer but her powers are limited by the Federal statute to performing ministerial duties.

All betting markets favored Clinton is 2016 MASSIVELY. Also since I'm guessing you have zero clue how betting odds are generated the below story should be telling, massive amount of money coming in on a side SHIFTS THE ODDS! That can be telling of insider information (there is a reason any US based books limit amount you can bet on NFL draft order for instance) or just a shift in perception that the books (not even books, just their computers that do math) have to account for to limit their risk.
