Eastman actually proposed several paths for Trump to remain president. One was, as you mentioned, that the Vice President would reject certain Biden electoral votes and then send the vote back to the state for various proceedings, by claiming the election was incomplete. But the primary option that Eastman recommended and that Trump urged the most was that the Vice President exercise authority to reject enough Biden electoral votes (like 7 states worth) to where Trump had more electoral votes, and then the Vice President declare (gavel) Trump the winner.
